As she is not the owenr of the house property, she can pay rent to your mother & can claim HRA benefit. However the rent would be taxable in the hands of your mother..
the benefit of HRA & Home loan cannot be claimed at the same time for teh same house if the assessee is the owner of the HP.
Yes, rent can be paid and accordingly, HRA benefit can be availed.
