Ether should claim the benefit. However, if both can show that they equally give rent, then both can share the HRA Benefit up to the amount of rent paid. But it is advisable to claim by one of them only.
The exemption for HRA is given only when rent is paid. Whoever pays the rent can claim exemption. In the present case husband or wife, whoever is paying the rent can claim exemption or if rent is shared exemption can be claimed by both the parties on the basis of payment. It makes no difference whether they work in the same office or not.
Exemption is on actual paymet u/s 10(13) any one can claim.
