How to restart a company marked as active Non Complaint

Hi

one company was incorporated in 2016 but no operations till now and no forms were filed.

Now the company got some project and want to operate. Presently the status of company is Active - Non Complaint.

How to change the company status to Active ?

Not even a bank account was opened.
Can we file Active form and start the operations ? or Do we need to filed Nil financials and Annual returns of all the previous years ?
