How to claim refund for a 26QB challan with status FULLY CONSUMED

I brought a property, deducedted TDS and now cancelled the transation. I am trying to claim refund from TRACES but got an error - Refund request can be submitted for OLTAS challan (s) where available amount in challan is equal to or greater than ₹1

Upon inspecting the challan, its status shows FULLY CONSUMED. 

From above it seems seller has claimed the TDS challan amount fully.

What are my options and procedure to claim refund of TDS amount?

Seller is not responding. How to make them responding legally

While  cancellation of the deal all such amounts are to be settled. Final option is to file recovery suit..

- I checked the challan status - its status shows FULLY CONSUMED. 
 But the seller has not claimed the TDS challan amount at all, he is asking me to cancel it.

Without consuming the amount the challan value cannot be zero. Seller must have claimed the TDS amount while filing ITR.

In case the amount is not consumed by him, file complaint with your jurisdictional ITO (TDS).
