I want to change the surname of father in PAN of married women, because the surname written in PAN is wrong by that time and the women age is around 65 and she does not have any document containing the surname of their father. Is there chance to change her PAN card without supporting document ?

I have done this but required supporting document to change.
Aadhar card
You should submit Identity proof for changing Father's surname. If she has any document like mark sheet, TC with her father's surname then change the aadhaar card first. Or else you have the option to add mother's name instead of father's.

She must have updated Aadhar card with correct details, (eg. DOB, Surname etc). then only she can apply for new pan or correction (whatever is needed in this case). We offer pan card service to our customer so I know a bit about NSDL rules, without supporting document not one can help you. you need the only Aadhar to change surname...
