How long a GST officer takes to issue Aknowledgement (GST RFD 02) for GST refund

As per Rule 90 of CGST Rfd02 must be issue with 15 days of filing of application for refund .
Acknowledgement in Form GST RFD02 is to be issued within 15Days from the date of Application of Refund if, application is in order.
Else, Deficiency Memo to be issued in RFD03

Should I call the GST officer directly regarding this or file the "Intimation on account of Refund not received" in GST portal? The GST officer in my area seems clueless and seems like doesn't know the rules/time limits.
