There is no process to avail new GST rate. In case of ongoing projects You can avail the earlier rate by filing the firm attached to notification 3/2019. If that form is not filed by default you will be subjected to new rate. Also in case of new projects you will be subjected to new rates.
You need to fill annexure IV (manually) given in notification No. 3/2019 of CT(R) and submit it to the jurisdictional commissioner.
