Buying house property (independent house ) in under construction where service and vat is payable is benefit or aftr completion is benefit . Which has tax savings? and how we can save ?

VAT and service tax are replaced by GST over under construction property.
Usually purchase of ready to use property would be beneficial if rates of both are same!!!
