Please let me know it is possible that in SEZ, goods is transferred from one foreign country to another foreign country without importing goods in India but only billing is done in India.

No dear it is not possible. For any export to count in NFE of SEZ, shipping bills (to be submitted to Indian Custom) have to be made in the name of SEZ and goods have to be physically exported from India.
