Our Turnover is below 5 corers(i.e. 2.90 Corers)  for the Financial Year 2018-19

  1. GSTR   9C (Audit ) is required for the F.Y. 2018-19
  2. In GSTR 9 Column No.  6 (details of ITC Availed)  Input, Capital Goods, Input Service breakup details are mention  mandatory
  3. In GSTR 9 column no. 17 & 18 for HSN Summary (Inward, & Outward) details mention are mandatory

1. GSTR 9C is not applicable according to the amendment brought in Finance Act, 2020 

2. In case you don't have breakup of ITC you can keep all the ITC in Input as it is made optional for FY 2017-18 and FY 2018-19 but in FY 2019-20 you will mandatory required breakup 

3. This is optional for FY 2017-18 and FY 2018-19 but in FY 2019-20 you will mandatory required HSN wise summay of purchase and sales.

Q1). Is GSTR 9C ( Audit ) required for the FY 2018-19 if turnover is below Rs. 5 crores ( i.e. Rs. 2.90 crores )?

Answer : "NO."

As per Notification No. 16/2020 - Central Tax, dated 23rd March 2020, Filing of Reconciliation Statement and Audit Report ( GSTR-9C ) for the Financial Year 2018-19 has been made "MANDATORY" only for those taxpayers whose aggregate turnover "Exceeds Rs. 5 crores." A new Proviso was inserted to Rule 80(3) of the CGST Rules 2017.

Since your Aggregate Turnover is less than Rs. 5 crores, you are not required to file FORM GSTR-9C for the FY 2018-19.

Q2). In FORM GSTR-9 Column No. 6 ( Details of ITC Availed ), do we need to show the ITC breakup of Inputs, Input Services and Capital Goods ?

Answer : "OPTIONAL."

As per Notification No. 56/2019 - Central Tax, dated 14th November 2019, the CBIC has provided an option to report all ITC under the head "inputs". This relaxation is applicable only for the first TWO YEARS ( FY 2017-18 and FY 2018-19 ).

Q3). Is it mandatory to fill Column No. 17 & 18 of Part VI ( HSN Summary ) of FORM GSTR-9 ?

Answer : No. It's "OPTIONAL".

The CBIC vide Notification No. 56/2019 - Central Tax, dated 14th November 2019, categorically stated that for FY 2017-18 and FY 2018-19, the registered person shall have an "option" not to fill the details in Table No. 17 ( HSN Wise Summary of Outward Supplies ) and Table No. 18 ( HSN Wise Summary of Inward Supplies ).

1. GSTR 9C (Audit ) is not required, as your Turnover is below 5 Crores.
2. Breakup is Optional, you can put total figure in Input column only.
3. In GSTR 9 column no. 17 & 18 for HSN Summary (Inward, & Outward) is also Optional.
