By the way, deadline to file GSTR9 was increased on grounds that form 9 need improvement and simplicity. If nothing has been done till now then whats the purpose of Due date of 30 Nov?

No there was no such deadline , yes the council has definitely notify by press release on 3/7/2019 giving clarification regarding filing of Annual Return.

As per 37th council meeting, small taxpayers with annual turnover upto 2crs in FY 2017-18 and FY 2018-19 , filing of annual return is optional.
