what was the last date for making adjustment in GSTR 1 and 3B for annual return 18-19

If You are asking the due date of annual return for FY 18-19 then it's 31/03/2020.

Like for fy 17-18 march 19 return was deadline so for this yr??
It was September 2019 return due date, i.e. 25th October 2019. Last date to raise CN in respect of FY 18-19 was 30th September 2019.
Any debit notes not raised till date against FY 18-19 could be kept pending, as notification expected to enact amendment which came through Budget 2020.
