how to file gstr4 online???

Refer: gstr-4-online-return-filing for some clarification......... but online filing for GSTR 4 is not activated as such.
should we file it in pdf format??
GSTR4 Offline Tool is Available in GST Portal... Check it and Timely file Returns for Composition Tax Payers...
