GSTR3B submitted but ITC not taken
First of tell me the transaction details...!
How to you fill the details in Outward supplies and Inward supplies....??? in column 3.1 & 4...
Since I have not entered input tax figures in 6 Payment of tax column I could not submit the return using evc. It is asking to pay the liability of Rs6240.
in 4 eligible ITC is shown as Rs7240. and 3.1 tax on outward supply is shown as Rs6240.
It's very simple...
You ll be enter the ITC amount in 6.
Pay through ITC...!!

After submitted you go to open (click) the Column 6.
You see the details "Tax Payable" column as
Central Tax - Rs. 3120
State Tax - Rs. 3120.... You just enter "Pay through ITC" column Central Tax Rs. 3120 & State Tax Rs. 3120

as per 6 payment of tax entries were made as per your format and upon clicking offset liability following is shown
either balance in cash/ credit ledger is not sufficient to set off the liability or the amount declared to be utilized from cash/credit ledger is not equal to the total liability. please verify and then proceed to set off the liability.
after this entries in paid through ITC will get erased
I think you are wrongly enter the ITC details... Also check your payment column any late fee or RCM related payments...
If you can't see it post screenshot for their payment column...
in credit ledger ITC of Rs7240 is not shown in Sept but shown in Oct
