Open the gst portal in google chrome browser.

While filling up the data in GSTR 3B, open also all those items also which are not applicable for you. After that save the data and file the return.

I had also faced the same problem, and items like supplies made to compostion taxable persons as well as supplies made to UIN holders in column 3.2 were not applicable for me. So, I had clicked on these items and opened those items also before saving the data.

It was after that the data got saved, and the error "System Failure" did not appear.
