Is it compulsory to file GSTR1 for outward supply if payment is not received in the same month of issue of invoice?

Yes, It is compulsory to file GSTR1.
If invoice has been issued then it is compulsory to show those invoices in GSTR-1.
GSTR-1 in itself is compulsory to file whether you have any invoice or not
If invoice issued it is mandatory to file GSTR-1
Yes since sales is made in the month, GSTR-1 need to be filed in the same month and liability also to be paid in the same month
