The official GSTR-1 Excel utility provided by the GST department comes protected to avoid accidental changes to formulae or formatting. However, there is no publicly shared password to unprotect the sheet because it’s meant to be used as-is.
If you need to make changes or customize the sheet, the recommended approach is:

Use the unprotected input sheets provided in the workbook for data entry.

Avoid unprotecting the template to prevent errors during upload.
