We have not put the late fees figure in the GSTR 9 of 2017-18..and have submitted for compute liablitity..Since last 2 days a message is being displayed COMPUTE LIABLITY IS IN PROGRESS
.PLEASE CHECK AFTER SOMETIME...
Is it pending for late fees...?
What to be done...If late fees is to be paid now what is the procedure...No cash balance is available presently in cash ledger....

No it's not due to Late Fee.
As late filing of GSTR 9 , the penalty imposes under Section 125 of CGST Act , & the Penalty need to be deposit only when any SCN is issued from Department for demand for same.

Still it is not being accepted..It is giving message that no sufficient balance in late fess account...One of my professional friend was having same case he paid the challan and GSTR 9 was through..That means it can not be submitted without late fees ???
ARE YOU TALKING ABOUT LATE FEE FOR GSTR 9C ....................THEN THERE IS NO LATE FEE .
YES FOR GSTR 9 IN TERM OF SECTION 47 OF CGST ITS LATE FEE IS LEVY RS. 100/- PER DAY OR 10000/- FOR BOTH THE ACT WHICHEVER IS LESS IS APPLICABLE
