I think late dees waivered
But it's for return filled on or before September 2020
But for nil return they wont charge

You can file gst of those months but there's will be late fees
ITC is 28000 and late filling return fees are higher
you need to pay late fees if not waived. please check late fees table to see the applicability.
You can file Nil return if no transactions with late fees of Rs. 20 per day per return
