Gstr 3 b

I filed GSTR 3B for Aug.17 on Sept.19th.  While submitting the return it shows some error.  But the status showed  "SUBMITTED".   But i was trying to resubmit the same.  But it did not allow me to do so. When I try to submit Sept.17 return on 20-10-2017, it  allowed me to resubmit Aug.17 return.  But it showed late filing of Rs.6000/- for Aug.17 . I paid the same ( Though it is not my fault due to system error during my Aug Submission).  Can I claim the Late filing fee from GST Department ?
