is there any penalty if Gstr. 1 is filed late

Yes there is late fee as prescribed in Section 47 , but as such portal does demand .
But have to pay when your case will select for any assessment or audit by department.

GST Officer Can Demand -You Must Pay, No other options.
Technically File without late fee.
