Who should issue way bill in case of inter-state supply. Whether it is supplier or recipient.

Any of them can issue E way bill. But the E way bill copy or E way bill number should be carried by the transporter.

wht about if I purchase goods worth 20000 from 4 dealers. Shall I need way bill if yes then who held the responsibility for that.
