The bills pertains to VAT Regime is pending for want of approval of the State Govt, it is intended to pay in the month of Nov'18 , is GST_TDS is to be recover or not as the work is completed in the month of April'2016 before GST period pl clarify.

As per SOP release on CBEC site by council
No TDS has to be deducted
Where a supplier had issued an invoice for any sale of goods in
