GST tax invoice not given while booking hotel through goibobo.com

I am a government official.I booked a hotel through goibibo.com for my future journey, and paid the full hotel bill in advance.

Goibobo.com refused to give me GST invoice stating that GST invoice will be given by the hotel , once you checkin at hotel 

and it will be given by hotel only.

Also Goibobo sent me a invoice which only mentioned the final amount without breakup of Tax nor GSTIN was mentioned 

on the invoice.

 

I want to know whether Goibibo is right in not giving the tax invoice for payment already made by me?

Notification No. 17/2017-Central Tax
(Rate), has been issued making ECOs (Goibibo) liable
for payment of GST in case of
accommodation services provided in hotels,
inns guest houses or other commercial
places meant for residential or lodging
purposes provided by a Hotel which not registered in GST .

Hence if Hotel is registered in GST then Hotel will issue you a Tax Invoice , else Goibibo is liable give you Tax Invoice

Hi, In my case I booked and paid the full amount to ClearTrip in advance.

At the time of checkout, the hotel denied me GST billing and asked me to contact ClearTrip as my booking was through ClearTrip (which is somehow justified). Also, after some days hotel said the hotel has a contract with ClearTrip on the basis they are not allowed to raise an invoice apart from clearTrip.

But, ClearTrip is saying they can't provide a GST bill as this is their policy.

One, why ClearTrip can't raise a GST invoice, even hotel charges taxes??
Secondly, Are they selling GST invoices to other parties on a commission basis??

e.g.

1 lac bill with 12% GST becomes INR 1,12,000.

If they sell it on 50% commission i.e. INR 6000 to ABZ pvt ltd.

both parties will get an INR 6000 benefit. and the customer can't do anything.

above is just a doubt.
