RCM on inward supply from URD suspended on 13/10/2017, & in Amendment Act 31,2018 it's being prescribed that govt will specify the goods & services from URD on which RCM will be applicable & the same has been prescribed in Notification 7/2019 CT(R) issued on 29/3/2019, specifying RCM on Promotors.
Hence as of ,today there is no RCM on inward supply from URD
