Yes — but ONLY if the old GSTIN is restored through revocation of cancellation.
If the cancellation was suo moto by department or due to non-filing of returns, revocation is possible only if the cancellation was not because of fraud, willful misstatement, or suppression of facts.

Revocation is allowed only within the permitted timelines, but the GST department now accepts applications even after long delays if the proper officer condones it (as per various extensions and CBIC circulars).
If restoration is not allowed, then you cannot reuse the old GSTIN, and must apply for a new one on the same PAN (allowed due to name change).
