One of my friend is doing supply in wholesale of chicken to restaurants, but his total supply is less than 20 lakh. Does he needs to register for GST certificate ???

Not Required to Registration

But I may be restaurants not purchased from your friends due to Non Register Taxpayer

If he is in interstate sales then required otherwise not mandatory

You know RCM under GST....?!
If not I can tell you....
A registered dealer received goods or supplies from unregistered dealer. Then the registered dealer ll be pay Tax on items under RCM...

If your friend is unregistered, the restaurant is registered....

If the restuarent ll buy chicken from your friend then the restaurant ll be pay Tax to govt... So, the restaurant ll be purchase from a registered person then your friend can't continue the business to the hotel.

If URD can't get business from registered dealer... So, Go to take registration as Valundary..... if available
