Gst registration

As per section 23 of CGST act the persons who are engaged exclusively in the business of supplying Goods/Services that are not liable to tax or wholly exempt shall not be liable to register...

If an assessee deals exclusively on exempted supply of goods / services, then he shall not be liable to take registration even if the turnover exceeds the threshold limit.
