As per rule 89, Net credit means input tax credit availed on inputs and inputs services during the relevant period however does not includes ITC on capital goods therefore , ITC paid on capital goods may not be eligible for refund. It is my understanding. Please correct me if i am wrong.

without asking refund from the govt. for ITC used in making zero rated supplies, what is the use of taking ITC credits ...

YES THATS A SEPARATE ISSUE,... BUT QUERIST IS INTERESTED IN CLAIMING ITC , NOT IN REFUND (CAN SETOFF AGAINST OUTPUT TAX LIABILITIES IN FUTURE
