Is cotton seed oil cake exempted or NIL rated as per GST?

It's Nil rated for cattle feed till 8/9/2017 by Notification 19/2017 CT (r) ... BUT
As per Notification 27/2017 CT (R) Oil cakes
GST rate before 09th September, 2017: Nil for cattle feed & 5% for other uses
& w.e.f 09.09.2017: 5% [irrespective of end use]
