GST rate for manufacturer if the turnover is under 50 lakh
is there any different rate on turnover limits

Not as such, unless you opt for composition scheme.
if the turnover is below 75 lakhs you can opt for composition scheme where supply will be taxed @ 2%
under composite scheme its 2.5% but its having some criteria
