If I am filing GST R 1 on 12.12.2019
should I pay fine?

No. There is no Fine for GSTR-1.

No Late Fees is levied on GSTR-1 at present.

No late fee payable for GSTR 1. Late fee levied on GST 3B.

As of today Portal do ask for late fee for late filing of GSTR 1

At present, you are required to file only FORM GSTR-1 ( Statement of Outward Supplies ) and FORM GSTR-3B ( Monthly Return ).

FORM GSTR-2 is not available in the portal.
