How can I purchase taxable goods from a unregistered manufacturer from a different state and which types of tax formalities done.

You/Everybody can't purchase from URD on Inter State. Bcoz, URD can't sell goods to Inter State sales....

can be purchased but reverse igst is to be charged in self invoice

Sir.,
Every state's URD can't sell goods to other States. Then how you purchase....?

if you are registered then entire govt of India can't refuse you to purchase any thing from any person but you have to follow act and rules follow rcm rules for purchase from unregistered
