Gst on transporters

dear sir
i have employed transporter for transport service goods carrier and passenger services.
transporter says that he is not liable to pay gst on the servives.
kindly tell me of their is sro for the the same and if they are exempted from the same what is gst section code under which they are exempted.

also i am a govt organisation. do i need to deduct tds under gst act of transpoerter bills

I think as a Govt Organisation you are not liable to pay GST.

But i think TDS needs to be deducted if it is a contract for each bill of 30,000 or more or aggregate of such payment in a financial year exceeds Rs. 1,00,000. Prior to 1.10. 2009, section 194C of the Act provided for exemption from TDS to an individual transporter who did not own more than two goods carriage at any time during the previous year.

Yes , as per Notification 12/2017 CT (R) it's Exempted Services. hence No GST Applicable.

And As per Section 51 of CGST , the TDS (GST) not required to be deducted when goods or services Availed is Exempted. hence No TDS liability arises.
