No there is no RCM in this case .
As of now no RCM is applicable in this case since Govt. is yet to notify the class of registered persons on whom the RCM will be applicable u/s 9(4).
No, at present there is no RCM if supply received from unregistered person.
The provisions of Section 9(4) have been put on hold by the govt for time being.
