It's not taxable or should I say is GST is leviable at 0%. The HSN code for Oil cakes are in below mentioned series and do note GST rate on any of them is 0% thus making them non-taxable or GST is levied at 0%.

i am selling branded bag of 50 kg of cotton seed oil cake, so due to being branded will it attract 5% gst. All oil mills produce registered brand bag......very confusing

YES, ON BRANDED COTTONSEED DOC RATE OF GST IS 5% HOWEVER UNBRANDED IS TAX FRE AD THE RATE IS 0%

but there is no separate HSN Code for branded and unbranded cotton seed DOC
there is the only one row which is given for cotton seed DOC in the below given link
