1) vendors have a one GSTN certificate it's applicable for all States Ethier it require to register in all sates?
for example: I have Karnataka GSTN certificate but service provide to Nashik, can I possible to raise invoice against to nashik

Yes u raise invoices
A Taxpayer can provide service in any state with a single registration in any one state.
However if that registered person wants to provide some service from any other state then he is required to take seperate registration in that state.
