If seller and purchaser both are unregistered dealer then who will be liable to pay GST.

well.. being unregistered means turnover less than 20lac and not making any inter-state purchase and no requirement to deduct TDS (transaction amount less than 2.5lac)
So the maximum loss possible is 70k (2.5lac*28%)
hence the amount loss is not muc
