GST is levied on manpower services provided by non government entities to government

We have partnership firm,

a firm providing manpower and labour services to local authorities like district panchayat,

whether GST is applicable on such services?????

no any goods involved in this service

Yes it's Exempted if provided in relation to any function entrusted to a Panchayat under article 243G of the Constitution or in relation to any function entrusted to a Municipality under article 243W of the Constitution.
But I think 12% GST is attracted in this case
