One company cancelled its gst registration number (karnataka) and the same company applied for new gst registration in andhra pradesh can the input tax credit belongs to old gst regn number claimed for new gst regn please clarify me

Only if you have made Sale Entry, otherwise not, As per your explanation you have first cancelled the registration and thereafter new registration taken so no such transfer made.
