No... if you have taken voluntary registration & registered in GST , the supply is not Exempted.

The Tax Consultancy Service is not exempted under GST.
The 20 lacs Threshold limit is for requirement of compulsory registration under GST.
As u stated if your turnover is less than 20 lacs then u don't need to get registered under GST, thus dont need to charge the same.
