gst deducted by local body

hi everyone, one of my client doing civil contract work for local municipality he created the Bill for 94000 including GST. but the local municipality made the payment only 82600 after deducting cgst 5700 and sgst 5700. now my question is how he has to file his gstr3b and what is his liability in gstr3b

Upto 31/3/18 TDS deduction is deffered by govt. the local municipality could not deduct any tax.because if they deduct the amount they have to file the return including the details of deduction and paid the tax. in turn the amount deducted by municipality is reflected in the cash ledger of your friend and then he can file GSTR 3b return.but above flow is deffer upto 31/3/18
