1. Can unregistered dealer charge GST?
2. Whether RCM u/s. 9(4) CGST or sec. 5(4) IGST applicable presently?

my concern is if second hand vehicle is purchsed from unregistered dealer will gst need to be paid under rcm. as rcm was postponed till 31st march 2018. have found somewhere that it has been further postponed till 30th june 2018 but was unable to find the notification to that effect.
Further please note that second hand trailer will be used by transporter for his business.
