If a professional person based in Madhya Pradesh provides services (in the state of Madhya Pradesh only) of Observer/ Examiner/ Co-ordinator or any other services to Professional bodies like ICSI/ ICAI/ ICoAI (based in UP/ Bengal) or any other - whether the person is liable for GST registration?

Assuming aggregate supply is less than 20 lakhs, but will this be considered as Inter-state supply and the person has to comply with GST registration & compliances?
If Yes, Assume a person (age: 65) is having annual income of 2.5 lakhs comprising of such income (annual income from sources as mentioned amounting to around 50K) and interest income (2 lakh), will he be able to execute such compliance?
