no there is no coloumn for it asking for the balance. what is provided for is the ITC availble for the moth of july based on your inward supply details.
No more column previous ITC. but, we can file TRAN 1 then our ITC is GST portal in our ID. If available ITC on portal. Then we file GSTR 3B. It's automatically adjust our liability - ITC.

only after your trans 1 form has been accepted by govt and credit rtransfer is appoved it will be shown in the Electronic credit ledger
There is no provision to carry forward of Credit balance in GSTR3B ... This procedure is autopulated which depend on online submission of TRN -1 as per GST Rules . But TRN -1 opltion not yet impliment at GST portal
