Green Initiative in the Corporate Governance by MCA

In the circular no. 27/28 (2011), no where effective date of the circular is mentioned.

Can any body help me in this regard?

It should be from the date of issue of Circular.

Can various Statutory Registers ex 301, 303, 372 A etc can be made in soft copy ?

or still they have to be maintained in hard form ?
