Is a new private company required to file form PAS 3 for the shares subscribed by the members as per the Memorandum of Association?

No, it is not required to be filed

PAS 3 is filed for further issue of capital. It is not filed at the time of incorporation, as, details of subscribers is already stated in  INC-7. I have recently incorporated a company and havnt file PAS 3. 

Yes, Absoluetly Correct. PAS 3 is required to be filled for further issue of share capital, either at time of Right issue under section 62 or at time of Private Placement under section 42. For a newly incorporated Company no need to file PAS 3

PAS-3 is required to be filed in case of Allotment of shares (whether it be right issue, private placement, bonus issue etc).

By virtue of subscribing moa, promoters become members of company and it is not the allotment of shares. Hence, it is not required to file.

How anyone can view PAS-E3 form uploade on MCA.

Is there any other way to see basis of allotment for rights issue.

Then how is the stamp duty paid on issuance of share certificate, as on stamp duty site, it needs the PAS-3 Form as attachment. What is the solution?
