Can anyone tell me that whether "Form C" should be issued on purchase amount or bill amount? (inclusive of tax or exclusive of tax)
and
what to do if only sale return has been made in a quarter? Whether Form C is required for such quarter or not?

C Form is made on purchase value and vat.
If the supplier is demanding C Form then you can issue it.
If the supplier is demanding C Form then you can issue it.
