Form 26QB (TDS on Property) Notice

I'm got this notice for recovery from income tax department. I have paid 1% TDS of property value and filled the form 26QB. But I got this notice which is I think due to inoperative PAN of the seller. Please, suggest what can be done as seller is not responding, what can be done from buyers end without sellers help.
