You need to file Form 23 and Form 18

Conduct General Meeting and attach the resolution in form 23, and quote the SRN in Form 18..

If Vasai and Andheri are in Mumbai, then simply pass a board resolution and file form 18 with ROC within 30 days of board meeting. There is no need to file form 23.

However if you change the registered office from one city to another city, you have to pass special resolution of shareholders in the general meeting. Form 23 will also be required to be filed in addition to form 18, to register the shareholders resolution with ROC.

Ankur Sir is correct, as Andheri is in Mumbai and Vasai is under Thane District which are not under the local limits of ROC Mumbai,

Please try and understand....if proposed shifting is within the same city, only board resolution is enough. In this case no need to pass special resolution and no need to file form 23. Form 23 is not a compulsory part of address change process.
